Circle has received conditional registration as a Digital Asset Service Provider (DASP) from the French Financial Markets Authority (AMF). The fintech company, which is the issuer of USDC and EURC, has also appointed Coralie Billmann to lead its licensed operations in France. Circle is applying for an Electronic Money Institution license to lift the conditions associated with its registration.
Billmann has extensive experience in the payments industry, having contributed to the launch of payments activity for 3S Money Club in Europe and held roles at JP Morgan and PayPal. She will play a key role in ensuring Circle’s products and services are compliant with the forthcoming Markets in Crypto-Assets regime.
The conditional DASP registration in France is an important step for Circle as it seeks to establish its European regulatory platform. The company aims to obtain a full DASP license and Electronic Money Institution license from the Autorité de Contrôle Prudentiel et de Résolution (ACPR) to bring its European operations under comprehensive EU oversight.
Circle has chosen France as its regulatory base in Europe due to the country’s clear rules for responsible innovation in fintech and digital assets, as well as its dynamic entrepreneurial and technological ecosystem.
